i have about a thousand pages of info on the manteno state hospital and i was just looking for patient records

would like to know how to obtain medical records from manteno state hospital in kankakee, il. I was told to fill out a small claims affidaviate . notorized and mail it to Elgin state Hospital and they would forward the records tome.. I did that 3X's over, but no response ... I've called babr jones and gotten every excuse imaginable....any suggestions would be so greatly appreciated....
